Abstract

Kerangka Pengeluaran Jangka Menengah (KPJM) telah dilaksanakan lebih dari dua dekade di berbagai negara sejak tren dimaksud mengemuka dalam reformasi manajemen publik 1990-an. Penilaian dan penelitian terkait kebijakan dan implementasi KPJM juga telah banyak dilakukan. Dengan menggunakan literatur atau kepustakaan seperti  buku dan jurnal ilmiah terkait KPJM periode 2000 s.d. 2018, tulisan ini bertujuan untuk melakukan reviu atas status terkini literatur mengenai KPJM, menginvestigasi kesenjangan dalam literatur dan menganalisis agenda riset di masa yang akan datang. Penelitian ini berargumen bahwa  literatur KPJM memberikan perhatian terhadap desain dan tata kelola KPJM, namun isu analisis biaya yang diperlukan dalam KJPM belum banyak terelaborasi an. Walaupun KPJM telah diimplementasikan di berbagai negara, literatur KPJM di Asia Tenggara khususnya Indonesia masih terbatas. Disamping itu, literatur atas penilaian KPJM di berbagai negara banyak menggunakan metodologi penelitian kualitatif, dengan penelitian kuantitatif yang terbatas. Selanjutnya, penulis berargumen dan menawarkan suatu agenda riset di masa yang akan datang antara lain desain KPJM, fokus penelitian pada negara-negara Asia, dan penggunaan metodologi penelitian kuantitatif atau penelitian gabungan dalam kajian KPJM.
